I have a solution to fix camera bug.open this lib 'camera.sc8830.so' with hex editor and search for libui.so after finding this line, rename it any other name like libcamerafix.so and save this. After doing thi. Take libui.so from stock ROM and rename it libcamerafix.so and past it in cm13 lib folder. Now reboot your device. And your camera start working. If your camera icon not show on launcher than you have to wipe your data that's it.
